Purchased Power Cost
Adjustment

When stated in the electric rate
schedule, there shall be included a Purchased Power Cost Adjustment
(PPCA), in addition to the other charges, representative of the
purchased power charges paid by the Templeton Municipal Light Plant
(TMLP).
The PPCA rate per Kilowatt-Hour (KWH) shall be computed
by utilizing the total cost of purchased power paid by TMLP to its
supplier for the period, adjusted for the previous month’s recovery,
divided by the total KWH of energy anticipated to be billed by TMLP for
the period. The PPCA rate shall be calculated to the nearest hundredth
of a cent ($0.0001) in the following manner:

Power cost including NEPOOL interchange charged to Accounts #555 and
#557 (*) for the month divided by:
B. Estimated KWH to be sold
during the month will be compared to:
C. Base period cost of
purchased power per KWH sold plus the generation charge in effect at the
time, amounting to $0.07227 per KWH sold.
The difference between
the base cost and the annual cost per KWH estimated to be sold will be
applied in the monthly billing period. The PPCA be calculated as
follows:
PPCA = [A / B] – C = [A / B] - $0.07227
(*) An
adjustment to the purchased power cost shall be made monthly reflect the
difference between estimated and actual purchased power costs and KWH
sold in the prior period in order to recover or credit any
under-collection or over-collection of purchased power charges.
Schedule NYPA
NYPA
Hydropower Credit
MDTE #136
1. Availability:
Residential customers will receive
a credit equal to the number of KWH billed during the month multiplied
by the New York Power Authority (NYPA) Hydropower Credit Rate determined
each month as follows:
NYPA = [(TC – NC) / (PK – NK) * NK] / [PK]
Where:
NYPA is the NYPA Hydropower Credit Rate for the month
TC is the Total Purchased Power cost including NEPOOL Interchange
charged to Accounts #555 and #557 for the month.
NC is the total
cost of hydropower from the New York Power Authority for the month.
PK is the total KWH of power purchased for the month.
NK is
the total KWH purchased from the New York Power Authority for the month.
Schedule A-1
Residential
MDTE #143
1. Availability:
A. For all customers whose consumption is for residential purposes
only
B. For churches and adjacent church-owned buildings for all
religious and residential purposes
2. Rates:
DELIVERY:
Customer Charge $3.75 per Month
Distribution Charge $0.0662 per KWH

3. Discount:
$0.0100 per KWH for lighting customers if paid within ten (10) days of
date of invoice (not applicable on minimum charge or when there are
amounts in arrears)
4. Minimum Charge:
The minimum charge
under the above rate will be the customer charge of three dollars and
seventy-five cents ($3.75) per month.
5. Reconnection Charge:
The reconnection charge will be twenty dollars ($20.00) during normal
business operation hours, 7:00 a.m. to 2:30 p.m. Any meter reconnected
outside of the above hours or on a weekend or on a holiday will only be
performed at a cost of two hundred dollars ($200.00) with permission
from the manager or his designee. If a bucket truck is required during
any meter disconnect/reconnect for safety purposes the customer will be
responsible for the cost including minimum call pay as directed by the
employees’ union contract.
6. Seasonal Customers:
Meters will
not be read and customers will not be billed from November to May. The
May bill will reflect the minimum charge per month for the number of
months the meter is not read. The reconnection charge will be fifty
dollars ($50.00).
7. Purchased Power Cost Adjustment (PPCA):
The TMLP’s PPCA, MDTE #132, will apply to all KWH sold under this
schedule.
8. NYPA Hydropower Adjustment Clause:
The TMLP
Hydropower Adjustment Clause, MDTE #136, will apply to all KWH sold
under this schedule.
9. Demand Charge:
If during any billing
period the measured demand registration exceeds ten (10) Kilowatts (KW)
there will be an additional charge of eight dollars ($8.00) per KW for
each KW in excess of ten (10).
Schedule C-1
Large
Commercial/Industrial/Municipal
MDTE #144
1. Availability:
For all customers whose consumption
of electricity exceeds an average monthly usage of ten thousand (10,000)
KWH over a one (1) year period and for all municipal power customers
requiring three (3) phase service

PPCA, MDTE #132, will apply to all KWH sold under this schedule.
4. High Voltage Metering Adjusment:
The TMLP reserves the right to
determine the metering installation. Where the service is metered at the
TMLP’s supply line voltage, but in no case less than two thousand four
hundred (2,400) Volts, thereby saving the TMLP transformer losses, a
discount of one percent (1%) will be allowed from the amount determined
under the preceding provisions. Such discount is exclusive of the PPCA
and Generation Charge.
5. Credit for High Voltage Delivery:
If
a customer accepts delivery at the TMLP’s supply line voltage, not less
than two thousand four hundred (2,400) Volts, and the TMLP is saved the
cost of installing any transformer and associated equipment, a credit of
thirty cents ($0.30) per KW of billing demand per month shall be allowed
against the amount determined under the preceding provisions.
6.
Demand:
The demand for each month under ordinary load conditions
shall be the greatest of the following:
A. The highest fifteen
(15) minute peak occurring during such month as measured in KW, OR
ninety percent (90%) of the greatest fifteen (15) minute peak occurring
during such month as measured in Kilovolt- Amperes (KVA), OR
B.
Eighty percent (80%) of the greatest demand as so determined above
during the preceding eleven (11) months.
7. Seasonal Service:
For all seasonal services there will be a reconnection charge of one
hundred thirty dollars ($100.00).
8. Terms:
Net thirty (30)
days from date of bill. A monthly interest charge of one-and-a-half
percent (1.5%) annual percentage rate (APR) will be added to unpaid
balance appearing on the bill.

For all customers whose consumption of electricity is other than
residential and whose consumption of electricity does not exceed an
average monthly usage of two thousand (2,000) KWH over a one (1) year

1. Availability:
For all customers presently taking service or eligible
to take service under the TMLP’s Schedule C-3 and having sufficient
off-peak usage to make this rate more economical than Schedule C-3.
Service under this schedule will be subject to the discretion of the
TMLP.

Day, Memorial Day, Independence Day, Columbus Day, Labor Day, Veterans’
Day, Thanksgiving Day and Christmas Day. All holidays will be the
nationally-observed day.
4. Minimum Charge:
The minimum charge
under the above rate will be the customer charge of seven dollars and
seventy–five cents ($7.75) per month.
5. Time-of-Use Metering:
Customers taking service under this rate must have a suitable meter
capable of registering demand and energy in the defined on-peak and
off-peak periods. If such metering is not already present the customer
will be charged the full cost of installing the required metering.
6. Purchased Power Cost Adjustment (PPCA):
The PPCA will be
adjusted periodically in accordance with the TMLP’s PPCA, MDTE #132.

purposes.
